If by "the programmers" Schneier means the employees of capitalist corporations, yes, they need to be hold to account when they mess with public matters.
Individual programmers producing for the commons should work together with the communities they serve and the communities they belong to, they should never respond to the state or to the corporations under any circumstance.

@elomatreb VLC is a fantastic example of open source done right. I remember being happily shocked when I first started to see tons of regular people using it as their primary video player.
It was awesome that they also did a kind of "embrace and extend" by offering all the proprietary codecs as well as offering open ones, which it seems really helped their spread.
It's also got a lot of geeky options while being perfectly usable by the average user.
So a big win.

1. Geeks writing software they want to use, collaboratively, thus often obscure cli stuff, and
2. Geeks wanting to change the world, eg by getting browsers to use open standards, or encryption in email
Often the problem is when #1 requires #2. Eg if you want a command line browser to work, you need the popular browsers to use standards. Encrypted email needs other people using it too. Good Linux gaming requires more Linux users.
