the meaning of words is not just exclusivly defined by those 'invented', but it's a cultural process.
That's also because different systems have different effect on us.
If you ask a jew about fascism in italy it will have a very different meaning then what it has for a fascist.

But that doesn't make one of the meaning unvalid by itself.
