this rings true. i have a long-running twitter account with a grown circle of friends across many interest groups. naturally, a new mastodon account will be more slow and silent.
but comparing early phases on both, twitter was a lot more shouting into the void, whereas mastodon yielded a generally friendlier base tone, and a random question into a thread yielded super helpful responses, at <10 followers/followees.
